In the actual sense of being a republic, though the power (indirectly) is in the hands of the people, the people itself should take some responsibility for worsening the conditions in few areas. 65 years are normally enough for one generation of human kind to structure itself into a lifestyle that is respectful, healthy and enjoying to live.
